The URBACT programme allows EU cities to work together and develop integrated solutions to common urban challenges.
This call aims to create partnerships of cities willing to transfer in their local contexts one of the 116 URBACT Good Practices*.
Transfer networks are one of the three types of networks developed under URBACT IV. They operate over 3 stages – UNDERSTAND/ADAPT/RE-USE - and allow up to 8 cities to collaborate over a 30-month period. The network focus is on the adaptation and transfer of an established good practice, already identified by the URBACT Programme. All URBACT Networks are composed of a Lead Partner and Project Partners.
URBACT networks foster the exchange of experience and good practices across cities, building urban stakeholders’ capacity to develop efficient solutions. One could say that URBACT is an accelerator of sustainable integrated urban development in Europe enabling cities to benefit from the tried and tested URBACT Method.
An URBACT Transfer Network is the right place if your city wants:
Cities from European Union's 27 Member States, Partner States (Norway, Switzeland), cities from countries benefitting from the Instrument for Pre-Accession to the EU (Albania, Bosnia & Herzegovina, Montenegro, North Macedonia and Serbia), as well as from Ukraine and Moldova, are invited to apply to this call for Transfer Networks.
In addition to the Lead Partner, the partnership to be proposed must include from 5 to 7 Transfer partners (city partners and non city partners) from eligible countries, in addition to the Good Practice City. Therefore, a network will include from 6 to 8 partners (city partners and non city partners) in total.
The maximum total eligible budget for a Transfer Network shall be EUR 750 000 (including ERDF, IPA, NDICI funds and local co-financing). Transfer Networks shall be financed using European Regional Development Fund, IPA Fund, NDICI Fund and local, regional or national contributions from city partners according to the rates outlined in section 6.1 above (check guidelines for details).
The budget shall be presented using five budget categories as follows:
i) Staff Costs
ii) Office and Administration Costs
iii) Travel and Accommodation Costs
iv) External expertise and service Costs
v) Equipment Costs
