This topic aims at supporting activities that are enabling or contributing to one or several expected impacts of Horizon Europe destination 4 “Ensuring access to innovative, sustainable and high-quality health care”.

Call detail

This topic aims at supporting activities that are enabling or contributing to one or several expected impacts of Horizon Europe destination 4 “Ensuring access to innovative, sustainable and high-quality health care”. To that end, proposals under this topic should aim for delivering results that are directed, tailored towards and contributing to several of the following expected outcomes:

  • Decision- and policymakers, service providers, and health and care workers have better availability to and make use of knowledge on barriers to access to health and care services experienced by people in vulnerable situations and at risk of stigma or discrimination (from now on referred to as people in vulnerable situations)
  • Decision- and policymakers, providers and health and care workers have access to innovative solutions to promote and improve access to health and care services for people in vulnerable situations
  • Decision- and policymakers and providers have access to reliable quantitative data on health inequalities in access to health and care services for people in vulnerable situations.
  • People in vulnerable situations are better equipped in terms of health and digital literacy, knowledge about their rights etc. when it comes to access to health and care services.
  • People in vulnerable situations are involved in the design and implementation of research and innovation activities concerning access to health and care services.

Eligibility

To be eligible for funding, applicants must be established in one of the following countries:

  • the Member States of the European Union, including their outermost regions;
  • the Overseas Countries and Territories (OCTs) linked to the Member States;
  • countries associated to Horizon Europe;
  • low- and middle-income countries

The following exceptions apply:

In recognition of the opening of the US National Institutes of Health’s programmes to European researchers, any legal entity established in the United States of America is eligible to receive Union funding.

Consortium composition

Unless otherwise provided for in the specific call conditions, only legal entities forming a consortium are eligible to participate in actions provided that the consortium includes, as beneficiaries, three legal entities independent from each other and each established in a different country as follows:

  • at least one independent legal entity established in a Member State; and
  • at least two other independent legal entities, each established in different Member States or Associated Countries.

Budget

The total indicative budget for the topic is EUR 30.00 million.

The Commission estimates that an EU contribution of between EUR 4.00 and 6.00 million would allow these outcomes to be addressed appropriately.
