Funding programme

Creative Europe is the EU’s funding programme for providing support to the culture and audiovisual sectors.

Call overview

This action aims to further strengthen the position of press and media councils in a converged media environment and help in further development of deontological standards. It outcomes will include the development and maintenance of a database on media self-regulatory bodies; exchange of best practices; support to new media councils; training for journalists; cooperation with media regulators; assistance in developing journalistic standards, including through the pan-EU Working Group. It follows up on the preparatory action "Media councils in digital age".

Call details

The European Democracy Action Plan stresses that transparency and compliance with professional norms and standards are essential for public trust in the media and aims to support EU cooperation between national media councils, other media self-regulatory bodies, independent media regulators and networks of journalists, and initiatives fostering journalistic partnerships and standards. At the same time, the Action Plan highlighted that physical and online threats and attacks on journalists are on the rise in several Member States and proposes sustainable funding for projects with a focus on legal and practical assistance to journalists in the EU and elsewhere, including safety and cybersecurity training for journalists and diplomatic support.

The following activities will be funded:

  • Maintenance and development of the database
  • Exchange of best practices
  • Strengthening of the pan-EU Working Group
  • Support to new media councils
  • Trainings for journalists
  • Cooperation with media regulators
  • Further research on journalistic standards

Eligibility

In order to be eligible, the applicants(beneficiaries and affiliated entities) must:

  • be legal entities (public or private bodies)
  • be established in one of the eligible countries, i.e. Creative Europe Participating Countries: EU Member States (including overseas countries and territories (OCTs)) and non-EU countries: listed EEA countries and countries associated to the Creative Europe Programme (associated countries) or countries which are in ongoing negotiations for an association agreement and where the agreement enters into force before grant signature.

Consortium Composition

Proposals must be submitted by a consortium of at least two applicants (beneficiaries; not affiliated entities), which both comply with the following conditions:

  • minimum 2 independent entities from 2 different eligible countries
  • proposals may be submitted by any of the following applicants or combinations of: non-profit organisations (private or public); international organisations; universities; educational institutions; research centres.

 

Budget

The available call budget is EUR 1 000 000.

 

Project duration

Projects should not normally exceed 24 months (extensions are possible, if duly justified and through an amendment).
